GTA San Andreas mods in 2026: Which ones still work today

How a Massive Mod Overhaul Turns GTA San Andreas Into a Completely Different Game in 2026

Updated 26 October 2026: rewritten as a working setup: the base tools at their current versions (SilentPatch Build 34.1, ModLoader 0.3.10, CLEO 5.4.0, CLEO Redux 1.5.1), which mods need the classic game or the Definitive Edition, and a stable install order.

GTA San Andreas mods in 2026 start with one choice: the classic PC version or the Definitive Edition, because the two share no mod files. On the classic version the base layer is four tools: an ASI loader, SilentPatch, ModLoader and CLEO 5. Content mods sit on top of them. RoSA Project Evolved and Urbanize, the two content mods that almost every overhaul list names, both received updates in the last twelve months.

The four base tools were read on 26 October 2026; the dates of the content mods are from their mod pages in September 2026.

CLEO 5 also has a preview build from 17 October 2026; 5.4.0 is the current stable release. RoSA Project Evolved is roughly 4 GB.

Mods without a first-party download

Wesser’s First Person Mod 3.0 still has an active forum thread, but its downloads come from third-party reuploads. The Nexus Ultimate First Person Mod, updated on 2 August 2026, covers the same need and asks for the 1.0 executable. The INSANITY Audio Pack is in the same position: 2.1 is the last public build and the thread has no author link.

Two older mods work with limits. The Realistic Euphoria Ragdoll package from 2017 is a set of CLEO scripts plus swapped animations; San Andreas has no Euphoria engine and the mod adds none. The Give up / Surrender script from 2021 asks for CLEO 4.4.0 while the current line is 5.4.0, so test it alone before you build a load order around it.

Classic and Definitive Edition mods

Classic mods are .asi plugins, .cs scripts and .dff/.txd assets that ModLoader loads against a 2005 Direct3D 9 executable. The Definitive Edition is a different engine that reads .pak archives from Gameface/Content/Paks/~mods, so files from one never work in the other. A shared name can mean two products: RoSA Evolved has its own DE build of priority-numbered .pak files, last patched on 15 November 2024 for a Trilogy update. Scripts on the DE go through CLEO Redux, which runs JavaScript, TypeScript or SCM.

The classic 1.0 executable never changes, so a classic setup keeps working for years. The DE receives updates, and each one can break the .pak load, which is why the classic scene has deeper mods.

Where Rockstar stands on mods

Rockstar has no written permission for these mods. Its policy on copyrighted material, last updated on 10 January 2025, covers video content and unauthorised ports, does not mention single-player mods for the classic games or the Definitive Edition, and reserves the right to take content down. The modding scene runs on tolerance. Owners of the remastered Trilogy on PC got the original PC builds back in the Rockstar Games Launcher in December 2021, so check that library first.

Install order for a stable setup

  1. Check your executable version. Most classic mods assume 1.0 US; SilentPatch supports 1.0, Steam and Rockstar Games Launcher builds.
  2. Install an ASI loader. Nothing below loads without it.
  3. Install SilentPatch Build 34.1 before any content mod, because later mods depend on its fixes.
  4. Install Open Limit Adjuster 1.7 to raise the engine limits that texture and world mods reach.
  5. Install ModLoader 0.3.10 and let it create its folders.
  6. Install CLEO 5.4.0, plus CLEO+ if a script asks for it.
  7. Install the Widescreen Fix if your screen is wider than 4:3.
  8. Launch the game once. A failure here is in the base layer.
  9. Add textures: RoSA Project Evolved 1.5 goes into ModLoader as its own folder.
  10. Add world content: Urbanize 12-25 Final above the texture folder, because it places objects that use those textures.
  11. Add behaviour scripts last, one group at a time, and launch between groups, so a break points to one folder.

Numbered folder prefixes inside ModLoader keep the priority visible.

Frequently asked questions

Can I use classic mods on the Definitive Edition?

No. Classic mods and Definitive Edition mods are separate builds with different file formats, even when they share a name. The Definitive Edition uses .pak mods and CLEO Redux for scripts.

Do I need version 1.0 of GTA San Andreas?

Not for the base layer, because SilentPatch supports the Steam and Rockstar Games Launcher builds. Some scripts, including the Ultimate First Person Mod, still ask for 1.0.

Why did my game stop launching after a mod?

Almost always a missing dependency or a wrong order. Remove the last folder you added, launch, and add it back after the layer below it works.
